Why do movie trailers/TV spots have scenes that didn't make it to the final cut?

The question says it all. I remember seeing a preview for The Last Witch Hunter when it came out, and the kissing scene between Vin Diesel and the Game of Thrones ginger wasn't in the final version of the movie.

My educated guess is because they make previews before they screen it before test audiences.
And then they re edit the movie but not the preview.
