Queries about the Lever ("Leeever") "Spoilers"

Why would a laboratory have a lever that can blow up the entire building? Why is it in plain sight and not hidden away so that no one can accidentally discharge it? How did the Frankenstein monster know to handle this lever in the first place?

Also, why were they able to create life from the dead, make little people in jars, etc, etc. ??

The villain's lair in at least a couple of Bond movies also had a destruct mechanism which IIRC were fairly accessible to an insider.

At least in the Bond movies they have a countdown, Pretorious had a suicide lever in the middle of the room that he didn't want pulled.
