It's a ploy to sound more forceful and determined. It can be used to good effect to make a point. But it shouldn't be overused.

I've thought that my contractions make me sound more down home, relatable. Now i know it just makes me sound weak

People who speak w/o contractions
When I was on IMDb, there was a poster named "sadie flood". She (assuming it was a she) would say things like "You do not seem certain". Actually, when I think about it, "she" didn't sound too lady-like. The point being, lacking contractions is often a gimmick, at least on the internet. That is all.
