Police are taught to end the threat. If circumstances reach the point that shooting needs to be done, there's no time to be playing Annie Oakley. They are trained to shoot at the center of the torso. Why? Not everyone can reliably shoot an arm. Accurately firing a weapon is not as easy as it looks in the movies or on tv. Imagine if you shot at a gunman's arm, missed, and, thanks to your reluctance, the gunman shot an innocent person.
If you have to shoot, you shoot to end the threat.

those two boys were going to go to the police & tell on rayne's "favorite" so she had to stop them i also wish the writers didn't have it go that way, but that was their reasoning

Belko actually shot himself, I missed it the first time and had to rewind it to make sure. I was under the impression Rayne shot the boys because they were heading back out to hunt Kyle and she wanted to protect him. Plus she was a going a little crazy and losing it.

One is not trained to shoot an extremity. Since you aren't supposed to fire without being prepared to kill, it would be ludicrous. Not to mention how incredibly often a gunshot wound to an extremity causes actual death.

Also at the end of the series.. Why did Rayne shoot the 2 boys? Was it because she knew the police were coming and she wanted to be accused of something so that she could be sent to jail in place of her son? Or what? Thx
