Really how so? Are you judging by how she wore her soldier barbie doll outfit?
Just because she was with Sgt Abe says nothing about her background. Its never been established what kind of background the character is supposed to have.
From her first intro., her salient points were her loyalty to Sgt Rock and that she was nice eye candy. No discussion of who, what, or how she ended up with the Sgt and Eugene.

No, from her displayed skills. She's been one of the people training the rest in tactics, survival, and stuff. Plus, she's been one of the best engineers/mechanics the group's got. Wherever she learned them (only male siblings and father or Abe), she's had great skills since we were introduced to her. She's never just been eye candy.

Well. She might be as skilled and trained as you suggest. But.
Her background with that detail was never established in any way.
They made some suggestions of her learning useful things from past associations (and / or Sgt Rock) but it seemed more a matter of story convenience and not really a matter of character development.

Really? I never got that. There was never a description offered of her experience or training or anything except she was Sgt Rock's arm candy…

She is former Army EOD. Only other people that know that info she had are rednecks and terrorist- as she is no where near either.

In addition to touring the Southland with Sgt Abe (for something like two years while escorting pretend scientist Eugene) and learning how to use firearms so effectively she missed a stationary target at ~10ft with her handgun - Rosita became a "cut the red wire not the blue wire" EOD expert as well?
Well, I guess she and Sgt Abe had to pass the time away somehow between escortin', love makin' (while being watched by Eugene) and calming Eugene in the aftermath of a bad mullet day.
She is a jewel with many facets (though considering her handgun abilities - she may need glasses).
