In 1814 Texas was still a province of Mexico and would be so for another 22 years until the Texas Revolution.

The British were stretched to their limits and hadn't the resources to fight the Americans. That's why they hired mercenaries during the revolution. And don't forget, we had an ally in France. In 1812 they were fighting Napoleon, who was an actual threat to their country. If there had been nothing else going on in the world and the entire might of the British army and navy had been concentrated on the colonies the outcome would have been very different.

As for James selling to anyone, I'm not sure that's even the point. His price is not financial. He's a bit like The Joker in The Dark Knight. He's pitting them all against each other and his interests are his own.

Meanwhile, unless America paid gold for the goods then it would not be worth much. Paper money from America would not likely be honored by most other nations at 1814 and the Americans didn't have that much gold to offer foreign investors (unless they were willing to trade other commodities like cotton, tobacco, or other various foodstuffs that England might need, but that would mean that he'd not get ready cash which he'd likely need later).

Also, transhipping goods across the Atlantic wasn't something that could be done quickly; it would still take at least a month to get to America; then find a buyer that gave you equal or better rates (and that could take at least a week) and then have to have the money return to England before he could use it - in short; almost three months of time wasted before he had access to the capital that he needs to use.

Anyhow, those are just a few ideas but I may be wrong.
