This may be an unnecessary question or even a dumb one but it's something that I'd like to discuss.

It is obvious that most of the actions in the film were more or less orchestrated from Berwick's office and it wouldn't even surprise me if Liza had been secretly on Berwick's payroll early on, and not only at the end when she explicitly becomes an adviser of his, although the latter fact is not essential to the plot. It is also obvious that the film argues the British were tricked or swaggered, perhaps knowingly, into becoming an unquestioning ally in the buildup towards the war. This is all plain and simple.

What bugs me, however, is the fact that the intel Berwick asked from Malcolm was nothing but a copy-paste excerpt of the pro-war arguments in Liza's PWIP PIP file. This is compounded by the fact Berwick was ostensibly ordering his aides to actually doctor said file with slight modifications right when Malcolm came up with the "intel".

How did Berwick intend to pass this British contribution as valid intel at the UN? Wasn't Liza's PWIP PIP available to the public already? Wouldn't it be obvious that all they did was just copy a portion of the document into a new file? Berwick manipulated Malcolm (perhaps with his acquiescence) into doctoring the PWIP PIP after its leakage, but that doesn't neutralize the leakage completely does it?

Or is it just that the US prerogatives at the UN are such, that all they needed was some formality, however useless upon scrutiny, in order to push the resolution forward?

It would be easier for you to watch the film a few more times, but:

Right this is easy. I thought all I've said was somehow implicit and needed no further detail, I was wrong.

Right, replace "Barwick" by "the war-mongering factions of the American government, personified in (for dramatic reasons), or delegating on, Barwick".

I recall adding a "wouldn't be surprised if" followed by "this is not relevant to the plot" to this sentence.

Denying this is as inaccurate as asserting it. You're not saying anything backing the opposite claim.

You still haven't answered the question central to my first post btw. You just appended it with a "No" which by the way is wrong as shown in this exchange. Minute 1:17:02 in my copy:

Hence the advancement of the UN vote and Barwick's humiliation of Malcolm in front of Toby and Simon. If you didn't see this as a form of manipulation on Barwick's behalf this is up to you, perhaps a topic for another discussion. What matters to me now is that the concept of "leaking" not only occupies a central role in the film's latter half, but also entails something to the effect of "making [some closed-session information] public".

The PWIP PIP was made public, to a broadcasting company at that. Not to mention all the high-ranking officials who had certainly read it meanwhile, some of them openly anti-war and not vulnerable to Malcolm's threats such as Karen Clark. My question stands.

I did make a mistake spelling Linton's name, this is true.

Just watch the film again. It would save you a lot of time and effort. That is, if you really want to understand it. If you just want to argue, I'm not interested, and I won't be reading your reply to this.

You know what, besides the fact that you obviously are reading this, I don't want to argue either since you've proven to be either too lazy or too stupid to watch the film again yourself and understand it. Watch it a couple more times and perhaps you'll at least know what I'm asking.

So: could anyone with a functioning brain answer my original question please? The "British intel" so crucial for the UN resolution was nothing but an extract of an already-circulating document, available to several politicians and journalists. How can this be possible?

The idea was to reference the 'dodgy dossier' from the real life leadup to the Iraq War. It did ultimately come out.
