The studio doesn't know if this is a reboot or a sequel either. That's one of the reasons it didn't so that well because the marketing was confusing and made it seem like both. They wanted it to be a "soft reboot", a sequel that serves as the first movie in a new series of Ring films.

It did felt like a reboot because the way the movie played out it was like a standalone.

Apparently Paramount asked the screenwriters and the director to downplay the events of the Ring and The Ring Two, which is why Rachel and Aidan are never verbally mentioned and Evelyn's story is hard to connect back to the Ring Two (it works, but they don't explicitly say "Evelyn escaped to a women's shelter where she gave birth to Samara"; it's only implied).

That's what's implied by the ending, yes. Samara was reborn in Julia's body.

Yeah it is the most oddest thing ever, because Rings felt like a sequel and a reboot at the same time.

It is a sequel. But that is only confirmed because they use footage from the 2002 movie.
