The chances are slim to none right now. Rings was made on a budget of 25 million (this is not including the cost of advertising and shipping prints to theaters) and to be considered a success, Paramount wanted it to make at least 20 million in the US on opening weekend.
As it stands now, Rings has only made 13.7 million in the U.S. If you include the international release numbers, it has made 30.9 million. The president of marketing and distribution at Paramount said they were still waiting.
I'd say that the only reason they would green-light another sequel is money. Paramount just lost the Friday the 13th franchise (because they shut down filming and this was the last chance to make one before the rights reverted back to Warner Brothers) and aside from Paranormal Activity, they don't have another big horror franchise. I would say either expect another PA, a Rings sequel (if this film doesn't slip off the box office top 10 after this weekend), or something totally new in the coming years.
