Even if they weren't alive when he burned them, he still hung innocent kids.

Iosef is definitely worse. He has no rewarding qualities like Theon. You could tell Theon felt remorse for all the things he did but he thought that's what he had to do to be a leader.
Iosef was just terrible because he wanted to be terrible. He felt no remorse for the dog he killed or for anything else he did.

Iosef hands down, but initially I thought Victor was the one who shot the dog, and Iosef just wanted it shut up (without explicitly saying killing it). I mean Victor was sinister all throughout. He was downright mean. He's every ****ing Friends-watching Seinfeld-hating dork ****stain I knew in Brooklyn and New York City.
Anyways, he wanted the car badly and was rude. I don't think Iosef wanted it alone. I mean Victor was in on it too. I highly doubt Iosef was the most evil one. He came off as too stupid more than malicious half the time. Like a show off who wants to brag about his family. But doesn't really do bad things. Victor was like insubordinate to the family.

Iosef is worse. Theon may have done "worse" things technically, but it came from a place of genuine weakness/flaw. Iosef is just awful to the core. And for some, im sure the animal aspect makes him seem more heinous
