Re: Games with the creepiest/most memorable pre menu intros?
The new Until Dawn game has like.. four or five jump scares before you even hit the main menu.

Silent Hills 2 and 3 have great B-Rolls/ intros, they are always creepy, especially in 3 where you are not always sure exactly what you have just seen.

NHL 99 intro video with David Bowie's "Heroes" playing as the background music. I especially remember that one bit from the video, the big save by goaltender Curtis Joseph (40 seconds into the video):
This was back when NHL games used to be really good
Why are you still reading this? You're hanging around my neck like a vulture, like impending danger!

The legend of Zelda a link to the past:
At one point you see the king of Hyrule sitting on his throne as a skeleton (even though he's brought back to life in the game's ending)
How you can make the world a better place:
Don't shop at Wal-Mart.

I'm talking about the cutscenes showing snippets of the game you get before the start screen. RE7 reminded me of how effective they can be, especially when they leave you in the dark about a lot of the spooky stuff that's gonna happen in the game.
I'd also like to mention Parasite Eve's menu FMV, which is just clips from the creepiest and goriest parts of the game to a bitchin techno score.
If you must blink, do it now.
