I thought it was wonderful. I love the serious story and the lighthearted characters. I think Kat is one of the best protagonists in recent years. The game looks fantastic and the combat is smooth. I love that side quests are engaging and there is plenty too do. It's a shame it's too niche for great success.

Is this game a good starting point, or would I need to play the first one to understand anything?

Oh, it's incomprehensible without playing the first gamea weird choice, since the original was relatively obscure. But you can probably find Gravity Rush 1 for under 20 bucks on PS4, and it's a fantastic game, so play that first.

You can get by through the themes present but playing the first would be advised as it does follow on. And it's also great.

Regular PS4.
It seems to run at a regular 30fps, but there are moments where the camera can't keep up with everything going on and it starts to feel hard to follow. Not a dealbreaker, though.

And speaking of that gameholy crap, an honest to god wonderful 3D platformer getting a retail release! It's like being back on the PS2! This would be as unexpected as having a new main Resident Evil game come out that's creepy survival horroroh wait!
Also, the Lunar control style with the super lightweight jumps is one of the most fun ways I've traveled anywhere in a game in recent memory. Jupiter style sucks, though, since it's just a needlessly heavy and sluggish control scheme for a platformer.
