That is most definitely Raymond Bailey, appearing sans hairpiece, which he started wearing @1960. If you see his earlier roles in the 1950s, he wasn't wearing it.

I've been watching Alfred Hitchcock from 1955 and he's been in a couple and he has a full head of hair. Looks just like Milburn.

Glad to know about the hairpiece! Watching Perry Mason and I recognized the voice of Mr. Drysdale, but this man is bald, he's playing a banker too.
