Their large 2 bedroom apartment is overlooking the LA skyline. Normally today that apartment would be very pricey but they have somehow managed to lock in a rate of only $1200 a month. They've had that rate for like 20 years or something.

I rented here in France for nearly five years before I bought my place last year and the rent wasn't ever increased. I never rented in the UK but I'm pretty sure that over there, the landlord is protected over the tenant whereas here it's the other way round and I know there are strict rules for evicting someone and most probably also for raising the rent.

That's true I believe there are laws against excessive rent increases everywhere. Of course there are laws that protect tenants too and landlords alike.

I have been to Lyon once and it was a cool enough place that I booked to go again last November but cancelled as the temperatures were starting to get pretty cold and I chickened out as I hate the cold

yup that's right, however they did have to raise the rent a little bit recently, due to the current economical crisis, by just 27 euros, which is a raise of 13,50 for each of us. that is ok.

If you have to live anywhere in the USA on that kind of money you are basically homeless or living in a flop house with a bunch of other poor people.
There's this crazy caveman looking guy in my town who has been living on various street corners for the last year or so. He's not that old, maybe in his 30's, probably gets disabled vet benefits, and spends his whole days arguing with himself vigorously and quite animated. About 6 months ago he permanently moved to a corner in the nicer area of town I live and started accumulating shit.
A guy I know stopped and talked to him, even offered him a job despite the guy being absolutely batshit nuts, and the guy turned it down, said he was happy with his life. What a moron. Some people just don't want to do better in life or even live like humans.
The cops don't even bother him, guess they don't want to give him a free place to live. I expect that will change soon as the corner he stays on is right down from an elementary school that is opening back up next week. No way in hell they are going to chance him interacting with these little white rich kids. Someone already stopped and threw him a terrible beating awhile back, I expect they'll finish the job this time.

It's a situation I've seen more and more in my city.
I had a roommate with substance abuse and psychological problems a couple of years ago. He's a great guy and made tons of money when he was in his 20s in the software business. He's on disability now since he fried the sht out his brain with every drug on the planet.
Ive seen his receipts and creds. The dude was legit in his day but was already fcked up to begin with.
He's got a big heart and when he came into his huge disability settlement he started giving his money away to the homeless on the street. I don't mind giving to the needy but I didn't like the manner he was doing it.
I knew his motivation was more about drugs. He'd befriend these homeless dudes with money and think they'd be his best buds. He learned quickly that….
Damn, I'm going on a huge tangent about him. My point was that he enlightened me to the fact that many if not most of these homeless are there NOT because of drugs but because of mental illness and have been lost in the cracks of the system.
Most of the homeless he tried to associate with were druggies but they were outnumbered by the non-druggies.
The guy you are describing sounds like this. Offering a job won't help him. He needs to be somewhere else. But yeah he needs to move on soon.
