They mentioned at some point that they needed a key to enter the classroom, and had to wait for a staff member to retrieve one for them. When asked during a press conference why it took them so long, they terminated the press conference and walked away.
It's interesting as well that they were initially saying that the shooter engaged with law enforcement – even exchanging fire with them – before entering the school, but are now backtracking and claiming that never happened.

Victor Escalon, a DPS official, offered new details about the timeline of the law enforcement response Thursday, saying local police officers were the first to arrive at the school — about four minutes after the gunman entered — but had to fall back after taking gunfire. Officers tried to negotiate with the shooter, he said, but the man “did not respond.”
Escalon said most of the gunfire from the shooter occurred when he first entered the school but added that he continued to fire shots — some at police — as officers attempted to make contact.
It took officers an hour to kill the gunman once he was inside as law enforcement officers organized a tactical team to reenter the school, Escalon said.

When I was in school, my parents' greatest concern was whether or not I was going to bring home a note for talking too much in class.
I can't imagine having to wait outside an elementary school for an hour whilst useless cops threaten to tase you for wanting to save your children from a monster.

These have got to be the most pathetic and cowardly cops I have ever heard of. No point in engaging with an active shooter, they knew the situation and should have gone in and taken him out immediately with no regard that he might shoot more if they go in. He's already shooting them ffs!

Agreed. It's reminiscent of Columbine, in which cops waited outside while the shooters went on their rampage inside the school – and of Parkland, in which the armed officer fled the scene.
So often, it's teachers and students who put an end to these shootings by either sacrificing themselves or tackling the gunman to the ground.
The shooters are cowards (hence why they're shooting innocents) and many times take themselves out before they can be taken in, as well.

Every school should have a security room and employ ex-military or better yet assign active military as security to observe the entire campus and be prepared to enter and engage active shooters without notice. Install murder holes in every classroom whereby any shooter could be stopped in his tracks without hesitation or even detection, immediately.

The whole PD has 6 police men and didn’t have the equipment needed get into the building or classroom for at least some of the 45 min. The US Marshals came from 70 miles away with some more manpower and equipment. They could done something sooner maybe.

Six in the dept. There were 19 cops outside that didn't go in. It was eventually border patrol agents who went in, defying the local police commands to not enter, they went in of their own accord. They weren't part of the dept.

This is a situation of gross negligence that resulted in unnecessary murders. Spin it however you want, this is a tragedy that could and should have been avoided. They received "shooter training" in December and should have been prepared for this event. These people need to find another line of work.

Oh, there were SOME children saved. The cops admitted in a televised interview that a few policemen went inside to grab their own children before bothering to try detaining the shooter. 
They also asked the children to "yell if they need help" (BEFORE the shooter was stopped), at which point a little girl did precisely that and was promptly found & killed by the gunman.
