Pretty much.. it's a very good chance that any life we may encounter will be hostile regardless of how intelligent they are.. yes first contact will be crucial in defining the relationship. But if it's not as intelligent as us or has intelligence that is nothing like ours but still smart in it's own way.. basically assuming alien life is anything like we know is a bad thing from the start. and first contact should be 100% observation.
