Do you mean Mike's father Will is having HIS name changed to Leroy? Yeah, not sure what's going on there. But Chosen Jacob's is playing Mike Hanlon.

Mike's name not being changed his dad named was changed. Probably one of Fukunaga's changes that they decided to keep.

Maybe Leroy was a more popular name around the time the character was born in the new timeline?

Cary Fukunaga changed Bill's name to Will/Willy, and thus Will Hanlon to Leroy Hanlon. It was changed back to Bill Denbrough once Fukunaga left, but Leroy remains. Maybe they didn't catch it?

They probably thought it sounds too close to Bill. I know George RR Martin liked the freedom of being able to give 2 different characters the same or similar first name in A Song of Ice and Fire, and lo and behold they change Asha Greyjoy to Yara because they already had Osha in the TV series.
