It was Higgins' assumption that Cross would like to hold on to Adelle. He is not a very smart man. Cross played along with it. Cross is a lot smarter than he looks.

Higgins did not want it to be known that he was alive (for whatever reason: maybe he committed some crimes while he was presumed dead, maybe he did not want to go back to his wife and life and preferred his current one, maybe he did not want the truth about the money he took from the woman who jumped, maybe he did not want to explain what a loser he has been all those years he was missing, he felt ashamed, I don't know) and he wanted to extort some money from Cross, one way or another. Probably because he ran out of money.

Cross wanted to be rid of his marriage to Adelle, which can only happen if Higgins being alive is exposed. So Cross set him up to be exposed. When Higgins walks in on Adelle and she starts screaming, he was probably arrested for attempted assault and his identity surfaced, therefore legally nullifying Cross' marriage to Adelle.

He said he was in trouble for collecting extra money from a speak easy and word got around to head quarters and he was under investigation. He jumped into a river to save someone and hoped he does not come up again. He got out of the water on to a tug boat and discovered the person that the person he tried to save had died but she had $2,700 in cash in her purse, so he took off with the money

Chris was just playing along with Higgins and setting him up to be caught with Adelle. He told Higgins to come into the bedroom knowing that he would be caught by Adelle, thereby nullifying his marriage and setting him free to marry Kitty.

You can see Chris' gleeful smile when Adelle starts screaming.
