It's hard to say. My own personal fan theory is that each Slayer choses the next on a subconscious level, when they genuinely believe they're about to die. This is my best explanation for how Buffy might be able to call a Slayer when she was only "technically," but not truly dead. She went into her encounter with the Master with the knowledge that she had been prophesied to die; and had even pondered about the next Slayer when talking about it with Giles. As the water filled her lungs and she lost consciousness, she would have probably felt like a failure as a Slayer; she had been duped by prophesy and by the Master, and maybe if she had been a "proper" Slayer, this wouldn't have happened.
So who does she call? A dyed in the wool, legitimately by-the-book Slayer.
For Kendra, while she had initially disliked Buffy's carefree attitude, she had warmed to it by the time she left the first time; and I don't think it would be unfair to say she might have even admired Buffy for that when she returned. It's possible that admiration, especially in the face of her own failure, being killed so easily by Dru; she might have wished she had been more like Buffy in her final moments.
And poof, Faith gets called.

First of all, while this is neither true for Buffys nor Kendras deaths, but its very possible to kill a person instantly, for example by breaking their neck. How would they then still be able to "choose" anyone ? They would be gone.
Second of all, its easy to explain why Buffy was considered "dead" by the old slayer magic - she had stopped breathing. The people who created the slayer magic simply didnt knew about CPR (which was developed in the 1950s).

So in the Buffyverse, the concepts of heaven and souls transitioning from the body to some other plane is a definitive realities, as is an elaborate means of resurrection, that involves invoking old gods, and using deer blood and all that jazz; yet some mystic force or power, or whatever otherwise triggers the next Slayer in this scenario, is stuck using a primitive human misconception of death, to determine when to call the next Slayer? That makes no sense.
As for the neck snapping, I had to look it up to confirm, as morbid as it was to google just how "instant" death was from a broken neck; and the general train of thought is that death is at best near instant when the neck is broken. In real life death isn't strictly even a given, because there are a lot of variables, and the way the damage occurs can mean the difference between life, death numerous variations in between. I actually know somehow who had their neck broken in a car accident; he talked about how the volunteer emergency responders at the time manhandled him so much getting him out of his car and to the hospital, that his doctors told him he was lucky they didn't kill him - but he ultimately made a full recovery, wasn't paralyzed or anything.
At best though, when it does cause death, the reason is because the break sets off a chain reaction, that might include swelling and restricted blood flow, broken blood vessels; things that affect the brain's function, and death might occur within seconds at its top speed (or more, again depending on the exact damage). It's close enough to instantaneous that in any other circumstance it might be pointless to quibble over the semantics, but in this case any amount of time where death is immanent for a Slayer, but the brain is still functional enough, even for a flicker, would be enough time for that Slayer to reach out and call the next.

Well, they both liked to kick ass, so I don't think they'd have a bad working relationship. I don't think they'd get along much on a personal level though. I mean, Faith would probably just keep ragging on Kendra's self-reservation, and annoying her in the process. They might even almost come to a physical showdown at times to try to settle their differences, since neither are good with words.
I really wish they had screen time together.

I think it would've been a great WTF moment for the scoobies if all three were together, even for a short period of time. Giles would've been all like "Stop dying! Both of you!"
But seriously, I think it could've been really cool to see the dynamic: you've got a by the book slayer, an off-the-wall no holds barred slayer, and Buffy falling in the middle. We'd see Kendra become more fun, Faith might benefit from some friendship and support that wasn't just Buffy, and Buffy would be happier too, knowing that she can count on both girls, to patrol for vamps and demons, and to have her back. Especially a stabilized Faith. They were friends initially, until Faith's jealousy of Buffy became her biggest weakness. If Faith had learned to see having two other slayers as something to bring out her competitive streak and become a better slayer rather than a sibling rivalry relationship, she could have been a much better person for it. And she could have benefited immensely from some watcher training. Her watcher was dead pretty early on, and she left Giles pretty quickly. Imagine a fully trained and sane Faith: a force to be reckoned with. If you combine that with Buffy and Kendra? The first would probably have stuck around longer in season 3, and sent cooler monsters her way. It would have to keep topping the Turok-Han, right? It would probably mean no Adam, Glory, or Dark Willow, but imagine what Joss could have dreamed up instead. Or we could have had those two, but maybe be influenced by the first? It could have been more of a running background character, showing up once or twice a season, like if it gave started telling Adam stories, or if we saw that Glory was afraid of it.(It's the first evil and Glory is a hell-god. Maybe it's like some weird ranking thing or it's her grandmother or something. It's incorporeal, but maybe it wasn't always?)

Kendra may have liked faith better than buffy. faith, like kendra embraced her destiny as a slayer and was not as whiny as buffy.

It is hard to tell 'cause Kendra died before Faith joined the show so we never got to see them interact with each other but based on their personalities I think they would have clashed 'cause from what I remember about Kendra she was kinda a watcher's pet and went by the books while Faith was the opposite. I also don't think Kendra would have tried to help Faith when she went bad like Buffy did and would have tried to kill her when she found out she had gone bad.
