Klaus, looking for Maggie.

Maggie says that Klaus had heard about her, had heard about her tattoos, was looking for her. When he is seen searching for her he shows a guy what looks like a photo (maybe). I don't know but it all seems a bit vague and fishy. Did Klaus actually know her from before? How else would he have this info about or photo of a homeless girl, with no memories (at this point apparently)? It's not like she's something special, just another homeless girl in a major city. Maggie then says he fed her etc and her memories started to come back. I don't know but is the writer/director trying to show us that it's Klaus who's actually the creator/leader of the cult? And that Maggie is as manipulated as the rest of the cult?

yeah Klaus seemed to be calling the shots it seemed, well to me anyway,

At the end when Maggie gets taken away, you hear Klaus say, "lets go call THE attourney"
Kind of says to me they have one on the books, and probably have needed to use him on other occasions Just a theory FWIW.

great flick though,. loved it.
