I'm not sure if it makes a difference but this is supposed to be set in the 70s when medical facilities were known to not be as caring for the patients.

The book is set in the 70's and although not shown it is implied that so is the film.

yeah, just watched it again for the first time since release. It's deliberate in making you question when the movie takes place, imo. Sarah's TV, the cars driven in most scenes involving them, etc. are conflicted with the replaced TV by Harry, Marion's clothing design being very 90'ish, and all the headphone/turntable stuff Tyrone has at his place.
It's not 70's exactly, but it's also not present day in the sense of when it was made. All of the accurate late 70's/early 80's stuff seems to hover around Sarah. The only scene you see Harry's 'gift TV' is when she freaks out. Everything outside of Sarah's apartment, save the car Harry and Tyrone drive to Florida, seems to be more fitting with the 90's, but I still think it's purposely intentional to question it.

Bull. The film is set in present day (2000, when the movie came out), which is best portrayed by the TV set Leto gave to his mother.

My mom had it in the 60s. She cried when I asked her about it. I don't think you have any idea what it was like - the cloudiness, the incontinence. I'm sure my mother was sedated, but that doesn't mean it wasn't terrifying when she was going through it.

First of all, the patient is sedated before the treatment is administered. And only one zap is given per treatment. There is usually a series of treatments drawn out over a period of time.
The worst side-effect is short term memory loss.
I am not recommending it. I am just saying that the film is full of crap.
