I think we're meant to assume they are going to go ahead with the casino plans on the waterfront. This was what the chief/ames had planned all along behind the mayor's back (which jamie had also assisted in by planting "indian bones" on the waterfront site). Richmond likely went ahead with this considering there wasn't enough evidence to convict the chief/ames of any wrongdoing, and to secure powerful financial/political allies. You can tell by his demeanor, though, that he is not too thrilled by his decision to do so.

Thanks a lot for your reply. So does that mean that the funding would not go to the all stars program? Or is he going to be doing both?

No, he helped the chief with the charges against them. It wasn't that there was not enough evidence, it is that he wanted to go forward and do business with the chief for political reasons and money. In the end he was just as bad as his predecessor. Quite a role reversal from the character they had developed through two seasons.
