Rotoscoping at the beginning

Anyone know why the humans in the opening scenes are rotoscoped? Their look greatly differs from the rest of the movie.

You mean the very beginning where Penny drops the bottle or following the credits when the people are going inside the U.N.? I guess they did that to look more realistic. Like, here's this realistic world with real people and everything, but deep inside, there's a society of mice who do more for the world than the humans in the U.N. It's like they're making a statement.

The original poster refers to the human characters walking into the United Nations building, many of whom are immobile. These were animated by amateur animators, so they made their task more simple by using direct references, whereas the actual characters were animated by veterans all around.
